COURSE PROFILE
The overall objective of Project Planning, Monitoring and Evaluation is to improve the management and effectiveness of external co-operation interventions by respecting a number of key principles. After studying this course, the participants will able to:
- Identify the key steps in developing and managing project.
- Visualize the steps as a process that is sequential, yet somewhat fluid and repetitive.
- PCM-Key Principle and Components
- The Logical framework approach
- Using the logical framework to develop operational plans
- Proper planning, and
- Effective Monitoring and Evaluation

- Introduction of Project Planning
- Participatory analysis and priority-setting
- Project Design
- Action plans
- Monitoring and evaluation planning
- Developing Effective Log frame
- Implementation of the Plan and Problem Solving Adjustment
- Effective Project Monitoring and Evaluation
METHODOLOGY
The following methods will be used during the course: Open discussions, case studies, brainstorming and mini-lectures. Each participant will be required to actively participate in all debates and presentations of real situation in their organizations.

TRAINER PROFILE:
Mr. Neou Seiha is a specialist in Project Management, finance, and Research. He has his bachelor degree in Economics and Management and Master of Econometrics and Economics specializing in Informative Engineering to the Decision and to the economic Assessment, from University of LUMIERE LYON II, France.
Mr. Seiha has in-depth experience in project management, economics analysis, research, and financial analysis. Currently he sits a board member and works as Chief Financial Officer of Westline Education Group. Until recently, he was a deputy of executive committee of Economic Institute of Cambodia where he served as Cambodian economist. In this position, he writes and bids potential project proposal, manages project planning and budgeting, coordinates staff, and monitor economic database and modeling.
Since 2004, Mr. Seiha has done research and produced publications of many projects funded by UNDP, Pact Cambodia, International Finance Cooperation, World Bank, ADB, JICA, and Others.
